New Caledonia
(French: Nouvelle-Calédonie) is a special collectivity of France located in
the southwest Pacific Ocean, 1,210 kilometres (750 mi) east of Australia and
16,136 kilometres (10,026 mi) east of Metropolitan France. The archipelago,
part of the Melanesia subregion, includes the main island of Grande Terre,
the Loyalty Islands, the Chesterfield Islands, the Belep archipelago, the
Isle of Pines and a few remote islets. The Chesterfield Islands are in the
Coral Sea. Locals refer to Grande Terre as "Le Caillou", the stone. New
Caledonia has a land area of 18,576 square kilometres (7,172 sq mi). The
capital of the territory is Nouméa
(Port-de-France
1853-1866).
Motto: "Terre de parole, terre de partage" (Land of speech, land of
sharing).
Territorial Dispute:

Francais du Pacifique Franc (XPF) = 100 centimes. |
The CFP franc
(called the franc in everyday use) is the currency used in the French
overseas collectivities (collectivités d’outre-mer, or COM) of French
Polynesia, New Caledonia and Wallis and Futuna. The initials CFP originally
stood for Colonies Françaises du Pacifique (“French colonies of the
Pacific”). This was later changed to Communauté Financière du Pacifique
(“Pacific Financial Community”) and then to the present official term,
Comptoirs Français du Pacifique (“French Pacific Banking Agreement”). The
ISO 4217 currency code is XPF. |
The CFP franc
was created in December 1945, together with the CFA franc, used in Africa.
The reason for the creation of these francs was the weakness of the French
franc immediately after the Second World War. When France ratified the
Bretton Woods Agreement in December 1945, the French franc was devalued in
order to set a fixed exchange rate with the US dollar. New currencies were
created in the French colonies to spare them the strong devaluation of
December 1945. René Pleven, the French minister of finance, was quoted
saying: “In a show of her generosity and selflessness, metropolitan France,
wishing not to impose on her far-away daughters the consequences of her own
poverty, is setting different exchange rates for their currency.” The CFA
franc and the other colonial currencies were set at a fixed exchange rate
with the French franc. However, the CFP franc was set at a fixed exchange
rate with the US dollar, which played a major role in the economy of the
French Pacific territories on account of World War II. That situation ended
in September 1949 when the CFP franc was given a fixed exchange rate with
the French franc. The CFP franc has been issued by the IEOM (Institut
d’émission d’outre-mer, “Overseas Issuing Institute”) since 1967. The IEOM
has its headquarters in Paris. The currency was initially issued in three
distinct forms for French Polynesia, New Caledonia and the New Hebrides. In
1949, New Caledonia and French Oceania (now French Polynesia) began to issue
coins. The coins have been separated in two types: the obverses are
identical, whilst the reverses are distinct. Wallis and Futuna uses the New
Caledonian Franc. Although the banknotes of the New Hebrides bore the name
of the territory, the notes of French Polynesia and New Caledonia could only
be distinguished by the name of the capitals (Papeete and Nouméa,
respectively) on the reverse of the notes. In 1969, the New Hebrides Franc
was separated from the CFP franc and was replaced by the Vanuatu vatu in
1982. The coins are still separated in two sets: one side of the coins is
identical from New Caledonia to French Polynesia, while the other side of
the coins is inscribed with the name Nouvelle-Calédonie in New Caledonia and
in Wallis and Futuna, and with the name Polynésie française in French
Polynesia. Both sets of coins can be used in all three French territories.
The situation of the CFP coins is thus quite similar to that of the euro
coins, which have a national side but can be used in all countries of the
eurozone. |

named Georges Thierry d'Argenlieu (b. 1889 - d. 1964) as high
commissioner, while in Dec 1941 the Vichy government named Jean Decoux
(b. 1884 - d. 1963) to the post (who in fact was only responsible for
Wallis and Futuna which was the only Pacific territory not to have
rallied to the Free French at that time). The function of high
commissioner in the Pacific Ocean was used to coordinate the governors
of New Caledonia and of the French Settlements in Oceania and the
governors-general of French Indochina. Moreover the resident
commissioners of the New Hebrides (Vanuatu) and the residents of Wallis
and Futuna were subordinated to him.

Cynthia Ligeard collapses as the Caledonia Together party withdraws. The
election of a new president fails on 31st December 2014 (3 votes for
Philippe Germain, 2 for Ligeard and 6 abstentions).

- Philippe Germain is elected as president of
the government by 6 of its 11 members, against 1 vote for Cynthia
Ligeard and 1 abstention; 3 were absent. On 13 June 2019, Parliament
elects the 11 members of the government, but the new government fails to
elect its president, Thierry Santa (Future with Confidence/Oceanian
Awakening) receiving 5 votes (6 required), Gilbert Tyuienon (Caledonian
Union-Kanak and Socialist National Liberation Front) 3, and Jean-Pierre
Djaïwé (National Union for Independence) 2. This means that the old
government led by Philippe Germain remains as a caretaker
administration. On June 28 Santa is elected with 6 votes. However, there
is no agreement on a vice president, so the new administration is not
yet operational.
